Winnipeg Area Council; Meeting Minutes - Aug 9, 2017

Attendance: Lorelei Topnik, Jamie Bonner, Gus Mardli, Sheilagh Hanson, Yvonne Hein, Serina Pottinger, Tracy Grove, Pam Shaw, Susan Brown, Brett Rainboth, Greg Ballendine, Michael Westwell, Tracy Thor – PSAC Staff

1. Meeting was called to order by Chair Br. Mardli at 17:31
2. Round table introductions made by all in attendance
3. Adoption of Agenda – Moved by Br. Westwell, seconded by Sr. Hein
4. PSAC Statement of Harassment – read by Sr. Sheilagh Hanson Tracy Thor – agreed to be the harassment co-ordinator
5. Adoption of June 7 minutes - Moved by Sr. Topnik, seconded by Sr. Hein
6. Treasure report:
Balance as of July 31 - $4739.84
Only o/s cheque was for food for today meeting
Br. Ballendine needs to bring in receipts to get re-imbursed
Motion to adopt Treasure report by Sr. Grove, seconded by Sr. Hanson

7. PRC – July 7/8
Talk about affiliating with Winnipeg Labour Council, cost was estimated to be around .50 cents a member
Br. Ballendine was elected to the finance committee
Talk about developing a National data base like PSAC has
Br. Ballendine to work with Br. Mardli to work on dialog with locals and getting more communication out there
Looking at having the next Convention in 2020 in Alberta.
However they may not have the capacity to facilitate all delegates/staff etc.
Still looking into it.
PRC Training – There will be training in November/early December, leadership training in Ottawa.
Next meeting in the spring sometime

8. Labour Day – Sept 4 1:30-3:30
March at 1:30pm – walk to Vimy Ridge Park
There will be face painting, bouncers, free hotdogs/drinks and freezies
Sr. Robin Benson will be there to speak – Marianne to co-ordinate
Shirts – there are some volunteer shirts available, if you don’t have one yet tell Br. Mardli what size so he can get it to you.

9. Resolutions:

Resolution 1: Regional Convention Subsidy
• Fixed up the wording and grammar
• Br. Mardli motioned to accept, Br. Ballendine seconded, all in favour
• Resolution passed

Resolution 2: Transgender Participation at RWC’s
• Recommended concurrence by the general committee at the Prairie Regional Conference
• Fixed up the wording and grammar
• Br. Mardli motioned to accept, Br. Ballendine seconded, all in favour
• Resolution passed

Resolution 3: Transgender Education for RWC’s
• Recommended concurrence by the general committee at the Prairie Regional Conference
• Fixed up the wording and grammar
• Br. Mardli motioned to accept, Br. Ballendine seconded, all in favour
• Resolution passed

Resolution 4: Racially Visible Leadership
• Recommended concurrence by the general committee at the Prairie Regional Conference
• Discussed wording, does not clearly make sense on what they are asking
• Br. Mardli motioned to accept, Br. Rainboth seconded, all in favour
• Resolution defeated

Resolution 5: Temporary Foreign Workers Program (TFWP) in Canada
• Recommended concurrence by the general committee at the Prairie Regional Conference
• Fixed up the wording and grammar
• CLC has been involved with this for awhile, they are working a lot on this
• Br. Mardli motioned to accept, Sr. Hanson seconded, all in favour, 1 opposed
• Resolution passed

Resolution 6: Electronic Voting on Convention Floor
• Fixed up the wording and grammar
• Br. Mardli motioned to accept, Sr. Brown seconded, all in favour
• Resolution passed Br. Ballendine suggested sharing these resolutions with other Area Councils

10. Shoal Lake event
Sr. Hanson looked into having an event where members will go to Shoal lake, and visit their museum and learn more about Shoal Lake and talk to the community members – great learning experience
• They suggested no more than 20 people at a time
• If it is a success then we could look at doing another one a different time
• Rent some vehicles, or use members vehicles – 5 to a vehicle (mileage would be covered by PSAC)
• A 15 passenger van costs $150 a day but needs a class 4 license.
• Proposal must go through the Human Rights Committee

11. PSAC Seats – NDP Leadership Convention Saturday Sept 16 at the Convention Centre
We have some seats, however not many. If you can get in through your constituency, that would be great as there are not many seats with PSAC.
$100 registration fee, by law it cannot be re-imbursed by PSAC so it will be on the member to pay If anyone is interested please let Marianne know by August 18th.

11a) Phoenix update:
A hand out was given to all members in attendance.
All MPs are now at home and won’t be back until September 18th.
Contact your MP if you’re having troubles with your pay.
You have to be willing to give all your personal information however so they can have access to your pay information.
If you book an appt with your MP and would like someone to go with you, Br. Mardli has offered to help.
Mona Simcoe – From UNDE issued a FIX phoenix challenge.
• To all Locals and the Winnipeg Area Council to do something every payday whether it be standing outside your work or taking pictures with banners to show awareness
• Winnipeg Area Council members – picket in front of Jim Carr office on August 23 at 11:40
• Let all other union members know they are welcome to join • Would love to do this every payday

13. Round Table
Sr. Brown – Br. Frank asked for help painting stuff for the Floats
• Will discuss at next meeting to make a date
Sr. Pottinger – There is a rally at Deerlodge about their cuts tomorrow at 11:30
Sr. Hanson – Charlotte Cameron – Community Advocates
• If interested it would be roughly 4 days long
• Approximate cost is $300 per person Br. Westwell – would like more communication Sr. Shaw – When is the union going to sue the government
