Convention Call: 6th Triennial Convention of the PSAC Prairie Region

***Note: The subsidy deadline has passed. Convention registrations will still be accepted until Convention, however, delegates registered after the February 12, 2014 subsidy deadline won't qualify for subsidies from the PSAC Prairie Region.***

The 6th Triennial Convention of the PSAC Prairie Region will be held in Saskatoon, Saskatchewan at the TCU Place beginning Friday, June 27, 2014 at 9:00 a.m. and concluding Sunday, June 29, 2014 at 12:30 p.m.

The theme, “Our Union: Bringing Us Together”, is about members standing together in this difficult political climate we are faced with across Local, Component and provincial lines. At a time when workers are under attack at all levels including federal, provincial, municipal, public sector and private sector, the theme for the 6th Triennial Convention of the PSAC Prairie Region reminds us that we must all speak with a strong, unified voice and continue to work together because we are all affected.

Who can be a Delegate?

Section 10 of the PSAC Prairie Region Bylaws (reprinted below), determines who can be a delegate at the Convention: 

Section 10: Representation and Voting at the Prairie Region Triennial Convention

Sub-Section (1)

Each Local/Branch in good standing, shall be entitled to one delegate for the first 100 members or part thereof, and to one delegate for each additional 100 members or part thereof, in accordance with Section 4, Sub-Section (14) of the PSAC Constitution in the 12 months prior to the date of the Convention Call.

Sub-Section (2)

The PRC members shall be delegates to the Prairie Region Triennial Convention.

Sub-Section (3)

(i) A National Officer or their Alternate shall be entitled to attend the Prairie Region Triennial Convention as a delegate as per Section 19, Sub-Section (5) of the PSAC Constitution.

(ii) Each PSAC equity group represented on the PSAC Equal Opportunities Committee elected from the Prairie Region shall be a delegate to the Prairie Region Triennial Convention.

(iii) Each National Aboriginal, Inuit and Métis (NAIM) Circle representative elected from the Prairie Region shall be a delegate to the Prairie Region Triennial Convention.

Sub-Section (4)

Each Regional Women’s Committee in good standing will be entitled to one delegate to the Prairie Region Triennial Convention.

Sub-Section (5)

Each Regional Access, Pride, Aboriginal Peoples, Racially Visible Persons and Human Rights Committee in good standing, will be entitled to one delegate to the Prairie Region Triennial Convention.

Sub-Section (6)

Each Area Council in good standing will be entitled to one delegate to the Prairie Region Triennial Convention.

Credentials

Each delegate, alternate, observer, and guest must complete the registration forms enclosed to receive credentials to Convention. All completed registration forms for delegates and alternates must be signed by the Local/Branch President; PSAC Prairies Committee or Area Council Chairperson/Officer to certify that the member has been duly authorized as a delegate/alternate from their body to convention.  

Registration forms must be received in the Regional Executive Vice-President’s office by February 12, 2014.

Resolutions

Resolutions to Convention must be forwarded to the office of the Regional Executive Vice-President by March 5, 2014. Please submit the resolutions in electronic format where possible to Marianne Hladun.

Resolutions may be submitted by the Prairie Region Council, Locals, Branches, Regional Women’s Committees, Area Councils, Human Rights Committees, and Regional Aboriginal Peoples’ Circles.

Registration

There is a registration fee of $100 for each delegate and observer. This payment must accompany all Convention registration documents.

Please make your cheque payable to PSAC Prairies. Please indicate on the cheque the Local/Branch #, Regional Women’s Committee, Area Council, Human Rights Committee, Regional Aboriginal Peoples’ Circle and the name of the delegate(s) it is for. You must pre-register to be a delegate. 

There will be no delegate assistance if the registration is received after the deadline of February 12, 2014.

Transportation/Hotel Reservations

Delegates, observers and guests are expected to make their own transportation and hotel reservations. All delegates, observers and guests are responsible for the costs incurred for transportation and hotel accommodations. A block of hotel rooms has been reserved for our Convention. The cost of rooms ranges from $189.00 to $209.00 plus taxes and applicable fees. Please complete your bookings prior to April 2, 2014

Please identify yourself as a delegate, observer or guest to the 2014 PSAC Prairie Region Convention when booking to ensure you receive the Convention room rate.  

Delegate Assistance

The PSAC Convention and the Prairie Region Council has allocated funds to be used for delegate assistance. Only Locals or Branches will be entitled to assistance for each delegate registered. Please note the subsidy for each delegate will not entirely cover the cost of transportation, hotel, loss of salary and per diem. It is possible that the amounts listed may be increase based on the number of delegate registrations received by February 12, 2014.

  • Each Alberta delegate will receive a minimum of $600
  • Each Manitoba delegate will receive a minimum of $600
  • Each Saskatchewan delegate who resides within 100km of Saskatoon will receive a minimum of $250
  • Each Saskatchewan delegate who resides 100km or more outside of Saskatoon will receive a minimum of $400

To receive delegate assistance monies your registration form must be received by February 12, 2014.

The following positions and their alternates will be elected at the 6th Triennial Convention of the PSAC Prairie Region (subject to any Bylaw changes):

  • Regional Executive Vice-President (REVP)
  • Alternate REVP
  • One representative for each of the following six geographical areas: Northern Alberta, Southern Alberta, Northern Saskatchewan, Southern Saskatchewan, South-East Manitoba, North-West Manitoba
  • One representative for Regional Women’s Committees
  • One representative for Aboriginal Peoples
  • One representative for Persons With Disabilities
  • One representative for Racially Visible Persons
  • One representative for Gay, Lesbian, Bisexual and Transgender Persons
  • One representative for Directly Chartered Locals
  • One representative for Young Workers
  • One representative for Separate Employer Locals
